Caroline is experienced in providing legal and commercial advice on all aspects of public sector infrastructure projects - particularly in relation to the procurement of projects in the transport and telecoms sectors. Prior to joining the wider Independent Intelligence team, Caroline was an associate at DWF LAW LLP in the Projects Advisory team.   

Caroline advised the Scottish Government on the negotiation of the ‘Reaching 100% Superfast Broadband’ contracts, West Midlands Combined Authority in relation to the insourcing of Metro operations and supported on the A92 DBFO Project.  She also has experience advising major utilities suppliers and local bodies. Caroline is currently the Contract Director on the three R100 Contracts which form part of the Scottish Government R100 Superfast Broadband Programme.
